What does state medical insurance mean?
There is a stereotype that insurance is a mandatory process and often evokes a negative reaction. This is because, in most cases, insurance is compulsory, and people pay a certain amount to insurance companies to receive an insurance policy. The policy outlines the range of services provided. Nowadays, almost everything can be insured. In simple terms, insurance means that we will protect you and provide guaranteed service for a certain amount. Now, every citizen's health is insured by the state. However, the population does not pay for this. The state guarantees equal free medical care at every stage. Hence, the meaning of state insurance. Our task is to protect the health of the population at the expense of the state. The state guarantees medical care for the population. In reality, even when we say that state medicine is free, it is not free. Funds are allocated from the state budget.
Previously, funds were also allocated from the state budget for medical services. What has changed?
In essence, nothing has changed, only the approach has been updated. Previously, patients had to consult a narrow circle of doctors, but now everything has changed. Firstly, everyone should be assigned to a family clinic in their district. Once a citizen enters the family clinic, their registration, access to a doctor, and tests are under control. Guaranteed services are free. However, there are conditions, standards, and opportunities to ensure their gratuity. As you can see, residents can visit the family clinic for several reasons — for prevention, if something is bothering them, or by a nurse's call for vaccinations. If a citizen enters the clinic and says they have a headache, the doctor will measure their blood pressure, send blood to the lab for analysis, and determine sugar levels. Even if the family doctor delays in diagnosing, specialists from narrow areas issue referrals to a cardiologist and direct the patient to a multidisciplinary hospital. Thus, a diagnosis is made, and necessary medications are prescribed. If surgical intervention is needed, the range of services will continue to expand. Therefore, a list of medical services is formed in each institution.
